Regulatory Standards and Surveillance Modernization in European Air Traffic Management
The modernization of surveillance systems within European Air Traffic Management (ATM) is being driven by the adoption of Automatic Dependent Surveillance-Broadcast (ADS-B) and Multilateration (MLAT). EUROCONTROL, as a central authority overseeing ATM in Europe, is actively focusing on enhancing the performance and efficiency of surveillance systems. This involves the utilization of technologies such as ADS-B, MLAT, and Mode S for both ground surveillance infrastructure and aircraft surveillance applications.
EUROCONTROL’s efforts align with the broader objectives of performance-based modernization and rationalization in the European ATM Network. These initiatives support both long-term projects under the Single European Sky ATM Research (SESAR) program and short-term implementations. The phased integration of ADS-B and multilateration systems is a key component of this modernization process.
The implementation of ADS-B is often introduced following the initial deployment of multilateration systems. The Surveillance Performance and Interoperability Regulation (SPI IR) – EU Regulation No. 1207/2011, along with subsequent amendments, mandates the use of improved ADS-B avionics for operational compliance. In line with these regulations, the Surveillance Performance and Interoperability in the European Airspace Directive (EU) No. 1207/2011 and its subsequent modification (EU) No. 1207/2014 stipulate that any aircraft operating under Instrument Flight Rules/General Air Traffic (IFR/GAT) must be equipped with and operate an Enhanced Surveillance (ELS) in Mode S.
